Reasonable standards
- Published time-to-hearing targets (by matter type)
- Continuance tracking (rates, reasons, and impact)
- Notice quality standards (clarity, lead time, accessibility)
- Plain-language guidance for pro se families
Transparent accountability
- Public dashboards: backlog, time-to-decision, reschedule rates
- Clear ownership: who fixes what when a process breaks
- Feedback loops: publish results; iterate on the design
- Oversight that measures outcomes — not just compliance
Why this is child-first
