Do not include child names, private case facts, sealed filings, medical records, confidential court documents, private school records, allegations against identifiable people, or any information you would not want treated as public.

1. Optional role/context:
   Example: parent, attorney, mediator, educator, municipal official, safety professional, researcher, voter.

2. Draft section reviewed:
   Cite the bill section, page, heading, or quoted phrase you are reviewing.

3. Concern or risk:
   Explain the drafting, safety, due-process, operational, cost, or plain-language problem.

4. Suggested replacement language:
   Provide proposed text or a precise edit.

5. Reason the change improves the draft:
   Explain what risk is reduced or what clarity is gained.

6. Source or support:
   Add a link or citation to an official source, statute, research, professional standard, public report, or implementation example when available.

7. Public/private warning:
   If your comment includes private family facts, do not send it through the RFC lane. Redraft it into a general process issue first.
